Negotiating on behalf of subjects of the empire, envoys from Lubeck and Hamburg obtained trade privileges from the countess of Flanders  . But she refused the Liibeckers permission to set up near Damme (Bruges) a Kontor or agency on the lines of the Stahlhof in London, which the English had so much trouble getting rid of later.
