An holistic management plan is based on a comprehensive selection of the units characterising the environment. These are the objects in it, the activities, and services that go on there and the qualities and condition of its various systems. In the management planning mind map these units fall into one of the three purposes of the plan; to manage for a sense of place; to ensure access for all and to meet the needs of local communities and business. Each unit has one or more management objectives that define its favourable condition. This condition is the target of an operational action plan for the unit. The plan schedules projects to address the critical factors, positive and negative, that have to be managed to reach the favourable condition. The plan's progress towards its targets is measured by monitoring performance indicators that quantify the condition at any one time. These management actions are further held together through cross-cutting themes. A cross cutting theme, such as 'sustainability' underlies all actions and outcomes of the plan.
